Thomas P. Anderson
GovCon Industry Consultant

Mr. Anderson has 30 years of experience in supporting the U.S. public sector. He has held leadership roles with large and small businesses, both publicly and privately held alike. His focus has included the strategic development and associated growth initiatives for companies, including innovation programs and other strategic differentiators.  Most recently, he served as Chief Operating Officer (COO) at STG where he was responsible for the day-to-day operations of the business, strategy development, and all business development functions.

Before joining STG, Mr. Anderson led Wyle's Science, Technology and Engineering Group, an organization he created to focus on exploring the synergies of the information systems, health sciences, and engineering capabilities of the corporation. Prior to that, Mr. Anderson was with CSC, where he led a nationwide workforce of 3,500 employees focused on delivering science and technology solutions to civil agencies, health services organizations, state and local governments and Canadian operations for CSC's public sector.

Mr. Anderson began his career with the Boeing Company, spending 6 years spanning operations to program management. He later joined FDC, a small and entrepreneurial systems integration company, where he spent 13 years in a combination of marketing and P&L roles. Following the sale to Northrop Grumman, he joined Raytheon Company, where he had the unique opportunity of creating Raytheon Information Solutions, an organization intended to centralize the IT efforts of several existing business units.

He is the immediate past Chairman of TechAmerica's public sector board and has supported various industry organizations, including ACT/IAC and PSC for many years.
Mr. Anderson earned his Master of Science in Technology Management from George Mason University. This program included an international residency in Tokyo, Japan, and a CIO certificate from the General Services Administration.

Brad Antle

Brad Antle has more than three decades of experience as a leader in developing and delivering information technology solutions. In August 2009, he formed Salient Federal Solutions Inc. to build a mid-tier differentiated federal information technology and engineering solutions business through aggressive organic growth, complemented with tightly integrated strategic acquisitions.
Prior to this he was president and CEO of SI International, an information technology and network solutions company delivering mission-critical solutions primarily to the federal government with approximately 5,000 professionals and annual revenue of $580 million for 2008. Antle was appointed CEO and to the board in September 2005, retaining his responsibilities as president from early 2001. Since joining SI in June 1999, he helped lead and integrate eight acquisitions, an IPO and two secondary offering.

Prior to joining SI International, Antle stood up Washington technical operations for Lockheed Martin in 1996. Within three years of establishing the new engineering division, Antle built the organization to more than 1,700 engineers, supporting twenty one sites and seventy programs. Antle began his corporate career at General Electric in 1985, as a senior systems engineer. After successfully spearheading a variety of systems engineering assignments, he was selected in 1990 to form a quality engineering department of 150 professionals, supporting more than $400 million in development contracts.

Before joining General Electric, Antle served in the U.S. Navy for eight years as a surface warfare officer and was deputy department head for systems engineering at one of the Navy's software development facilities for tactical embedded systems. Following his release from active military service, Antle served in the Naval Reserve, holding several reserve commands, including his last command of a Naval Surface Warfare Center Dahlgren Division unit. He retired from the Naval Reserves with the rank of Captain.
Antle earned a Master in Engineering from Penn State University, a Master in Business Administration from the National University, and a Bachelor of Science in business administration from the University of Maryland.


Greg Carper
Vice President of Business Development

Mr. Carper is the Vice President of Business Development for Engility Corporation.  He leads the national and international business development for the DoD, Intelligence, Law Enforcement and Federal Civilian markets within the Training and Mission Support Portfolio. Prior to this  role Mr. Carper was  Vice President of Business Development at Mission Essential Personnel. Mr. Carper recruited trained, , mentored, monitored and deployed all BD & Capture assets in numerous roles during his four year tenure at MEP LLC playing an active role in the growth of the company from $100M to $800M .  Prior to working with Engility Corp, Mr. Carper gained extensive business experience with CACI, American Management Systems, PSINET as well as in  numerous startups serving in progressively greater leader roles supporting  growth. His experience ranges from national sales and marketing, strategic planning, managed growth, government contracting, price modeling, market research and analysis, strategic partnerships and a broad range of software development and information technology expertise. Mr. Carper is a strategic thinker with a well-developed understanding of international relations and business environments.

Finally, Mr. Carper has 22 years of military experience supporting a diverse worldwide civil/military/commercial planning  of US Government programs. He also is experienced in supporting foreign governments, militaries, and non-governmental organizations (NGO’s) to solve complex civil, societal, and military problems. Mr. Carper is a decorated, combat experienced Special Operations professional with experience in counter-terrorism/anti-terrorism operations in direct support of national command authority initiatives. His last assignment was with the Combined Joint Special Operations Task Force Afghanistan (CJSOTF-A).


Warren M. Linscott, Jr.

Warren Linscott is a seasoned product executive with over 20 years of experience delivering enterprise software solutions to market.  As Vice President of GovCon Product Strategy and Management at Deltek, Warren has worked closely with Government Contractors to deliver key solutions to support the needs of the community.  Prior to Deltek, Warren worked in JP Morgan Chase’s Treasury Services division for where he managed a portfolio of trade management & compliance solutions, with a focus on helping companies move goods across boarders while staying in compliance with Department of Commerce Export Controls and Department of State ITAR regulations.


Tom Mazich

As Deltek's Executive Vice President and General Manager – GovCon, Tom Mazich is responsible for managing Deltek's GovCon business company-wide. He oversees enterprise software sales and consulting services in the GovCon business unit to deliver comprehensive solutions that power the complete business lifecycle of government contractors.

Tom has over 30 years of experience in the software and services industries and is a recognized leader building and managing high performing teams that sell and implement IT solutions and services into the public sector and commercial markets. Prior to joining Deltek, Tom was President at Mabec, an IT services business that he co-founded in 2008. During his tenure at Mabec, he played a key role building the company, winning key contracts, and running its day-to-day operations. He has also held positions at SAS Institute and other notable software and technology companies, including Symantec Corporation, Comdisco Continuity Services, and Inference Corporation. He began his career at Boeing Computer Services.

Tom attended the University of Pennsylvania, Wharton School of Business.

Kevin Plexico is Vice President of Information Solutions at Deltek where he manages the delivery of Deltek's industry leading government market research and information products providing essential information and insights to over 2,800 clients. Mr. Plexico has responsibility for leading the industry's largest team of analysts focused on the government contracting industry.

Mr. Plexico came to Deltek from its acquisition of INPUT in 2010. At INPUT, Mr. Plexico played an instrumental role in helping to grow the company from a boutique market research firm to the industry leading provider of market information to government contractors.

Mr. Plexico provides thought leadership and expert opinion to industry executives and is a recognized expert on the public sector market.

Mr. Plexico earned an MBA in Information Systems from the University of Maryland, College Park, Maryland and a B.B.A. in Economics from James Madison University, Harrisonburg, Virginia.


Richard J. Wagner
Chief Strategy Officer

As TASC’s chief strategy officer, Rick Wagner oversees major business pursuits and assures the quality of the company’s pipeline, and capture and proposal processes. Wagner works closely with TASC’s line organizations on growth activities and leads the company’s price-to-win function and proposal operations.

Before assuming his current position, Wagner was senior vice president for TASC’s Defense Group, which provided systems engineering, integration and decision-support services for U.S. Navy, Air Force, Army, Marines and other Department of Defense (DoD) customers.

Since joining TASC in 1999, Wagner has supported multiple DoD and intelligence community customers. He has worked in both line and program management positions and has served as proposal and capture manager for several key opportunities.

Before joining TASC, Wagner held program management roles at Raytheon and Lockheed Martin. At Raytheon, he managed the development of missile test equipment for the Standard Missile (SM) Program Office and supported the successful first test flight of the SM-2 Block IIIB Missile Interceptor for the Ballistic Missile Defense Organization.

At Lockheed Martin, Wagner managed a software independent verification and validation team and was recognized by a U.S. government customer for significant contributions during the Y2K rollover event.
Wagner began his career as a civilian employee of the U.S. Navy at the Naval Surface Warfare Center (NSWC) in Port Hueneme, Calif. During his tenure with NSWC, he worked as an electrical engineer and project manager for the TARTAR Weapon System and the Standard Missile Program.

Wagner received a Master of Science degree in engineering management from The George Washington University and a Bachelor of Science degree in electrical engineering from the University of Pittsburgh.
