Kenneth Dodds is the Director of Policy, Planning and Liaison at the Small Business Administration (SBA). His office is responsible for regulations and policies pertaining to Federal small business government contracting programs, small business size standards, and prime contracting goals. Previously he was the Director, Office of Government Contracting at SBA and a senior attorney in SBA's Office of General Counsel. He is a graduate of James Madison University and received his law degree from the Marshall-Wythe School of Law at the College of William & Mary.

Ms. Hixson is the Federal Acquisition Service (FAS) Regional Commissioner for the Northwest Arctic Region of the U.S. General Services Administration, a position she has held since December 2011. She is responsible for FAS programs and services delivered in Alaska, Idaho, Oregon and Washington—providing workspace, telecommunications, information technology, vehicles, and thousands of other goods and services to federal agencies in the area. The region also serves as the executive agent and service center for GSA’s government-wide professional support service schedule contracts including Mission Oriented Business Integrated Services (MOBIS), the government’s second largest schedule contract program.

Ms. Hixson brings to the GSA leadership team more than 23 years of professional experience in the field of acquisition management, and has a reputation for fostering partnerships between industry and government, and conducting the “business” of government in an ethical and innovative way. While a native of Alaska, she began her career in Seattle as an intern with the National Oceanic and Atmospheric Administration (NOAA), and rose through the ranks gaining experience as a contract specialist and procurement analyst before being appointed as the Director for Commerce Acquisition Solutions at the U.S. Department of Commerce overseeing contracts ranging from security services, to construction, to complex information technology acquisitions including the innovative COMMITS line of government-wide acquisition contracts.

In 2004, she joined the U.S. Department of Homeland Security (DHS). At DHS she led several key acquisition programs and offices including her last as the Deputy Executive Director of DHS’s largest contracting portfolio at U.S. Customs and Border Protection, where she managed a nationwide team of 240 customer focused contracting professionals who annually delivered ~$3.5 billion in technology, construction, facilities management, supplies and services to CBP’s front line agents and officers.

Ms. Hixson holds a Masters of Public Administration degree from American University, and received her undergraduate degree from Seattle University in political science. She frequently participates in government-wide forums discussing the merits of streamlined and innovative acquisition programs, and has coauthored several articles on these and other subjects. She has served as both President and Vice President of the American Society of Public Administration’s National Capital Area Chapter, and as Chair and Vice Chair of ACT’s Industry Advisory Council’s Partners Leadership Development program.

Ms. Hixson was appointed to the Senior Executive Service in 2007, and is the recipient of Commerce’s Bronze and Silver Medal awards, the National Performance Review’s Hammer Award, and has been honored by Government Computer News.

Deniece Peterson, director, Industry Analysis, is responsible for leading the team that provides Deltek's in-depth member-driven research and analysis of government spending, market trends, policy and legislation, and business development best practices.

Prior to her role with Deltek, Peterson was a project manager with a small market research and marketing communications federal contractor, where she was responsible for directing market research and analysis, marketing communications, and training engagements for public and private clients. In this role, she also developed curriculum, provided instructional design, and served as instructor for a government marketing training course.

With more than 10 years of management consulting and research experience, Peterson has extensive experience in developing sales and marketing strategies for IT product and services companies. Her expertise includes performing strategic market research and competitive analysis, and developing strategic marketing plans to assist federal IT vendors in creating an alignment of the best products, markets, customers, messaging, delivery channels and partners.

Her prior experience also includes federal market research, agency profiling, opportunity identification and proposal support as an Independent Consultant.
Peterson holds an MBA and bachelor's degree from the University of Denver.

Mr. Plexico came to Deltek from its acquisition of INPUT in 2010. At INPUT, Mr. Plexico played an instrumental role in helping to grow the company from a boutique market research firm to the industry leading provider of market information to government contractors.

Mr. Plexico provides thought leadership and expert opinion to industry executives and is a recognized expert on the public sector market.

Mr. Plexico earned an MBA in Information Systems from the University of Maryland, College Park, Maryland and a B.B.A. in Economics from James Madison University, Harrisonburg, Virginia.
